Duties

This position serves as a Deputy State Director, Natural Resources, for the Utah State Office. Provides statewide program policy and direction for natural and cultural resources and activities involved with their management. Provides supervision and oversight of natural and cultural programs, upholding and discharging the responsibilities pertaining to the laws corresponding with the programs. Administers programs including land use planning, watershed restoration, rangeland management, wild horse and burro management, riparian resource management, cultural and historic resources, recreation management and wildlife habitat management. Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. Serves as liaison for the State Director to the Headquarters Directorate, other state and federal agencies, industry, conservation and interest groups, other organizations, and the public on all matters in the natural and cultural resources program. Develops, recommends and implements state-level policy, making interpretations as appropriate, relating to the area of jurisdiction in support of the BLM’s mission. Provides leadership, allocates resources and implements activities to accomplish multicultural organization direction and Equal Opportunity requirements, goals, policies and objectives. Manages short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs. Reviews and analyzes all budget, program development and policy analysis activities within the Division’s program areas; progress is monitored and recommends midcourse adjustments as necessary. Prepares performance standards and evaluates performance of subordinates, ensures reasonable equity of standards and rating techniques of subordinate supervisors and serves as reviewing official. Participates in decisions having major policy impacts or crossing a broad spectrum of statewide program activities.

Qualifications

In order to qualify for a Temporary Promotion, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-15 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-14 level comparable in difficulty and complexity to perform the duties of a Program Manager. Qualifying specialized experience includes: acting or performing in a leadership or supervisory role; planning, implementing and/or managing one or more natural resource programs within a public lands environment; interpreting and applying laws, regulations, policies and guidance for natural and cultural resource management programs (e.g. land use planning, rangeland management, cultural or historic resources, recreation management, threatened and/or endangered species protection, or wildlife habitat management); writing, reviewing, and implementing environmental documents to include National Environmental Policy Act (NEPA) documents; and working within an established budget. Education: Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
