Duties
Serves as the Associate Deputy State Director for the Division of Natural Resources within the Utah BLM State Office.
Responsible for the technical and administrative supervision of a multi-level and complex staff.
Serves as second-line supervisor for the branches of Wild Horses and Burros; Renewable Resources; Recreation, Wilderness, Cultural; and Planning and Environmental Coordination.
Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
Responsible for developing and implementing strategies which maximize employee potential and foster high ethical standards in meeting the BLM's vision, mission, and goals.
Oversees resources programs and provides status reports to management.
Participates in development or implementation of new statutes, regulations, manuals, handbooks, and instruction memoranda pertinent to the resources programs.
Responsible for long term programming and annual budgeting submissions.

To qualify at the GS-14 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-13 level equivalent in difficulty and complexity to perform the duties of a Program Manager. Qualifying specialized experience includes: acting or performing in a leadership or supervisory role; planning, organizing, and managing major projects related to resources programs; conveying complex information and data analyses related to resources programs to a variety of audiences; resolving critical issues in order to develop broad and comprehensive strategic operating plans supporting mission goals and objectives; and providing advice on budget and resource planning.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work is primarily sedentary in nature with no special physical demands. However, the work may involve site visits which may involve driving to and moving about work sites.
Work Environment: Work is performed in an office setting; however, the work involves overnight travel for training, meetings, conferences, and site visits. Work sites may include construction, laboratory, and industrial sites that may require the use of personal protective equipment and the observance of additional safety precautions.
