You will serve as a PURCHASING AGENT in the BUREAU OF MEDICINE AND SURGERY of NAVDRUGLAB JAX FL.
Duties
You will determine if request can be met from either Government or Civilian sources.
You will provide customer service for urgent critical shortage items or other items requiring special handling.
You will take appropriate and timely action on status inquiries and requisitions involving high priority or critical supply items.
You will maintain accurate purchase card accounting and reporting records in accordance with current regulations for audit reviews.
You will draft routine administrative correspondence and report relating to procurement and suppl requirements.
You will comply with NAVOSH and OSHA standards, and all applicable rules, regulations, and instructions.
You will have knowledge of NERP and Defense Medical Logistic Standard Support (DMLSS).
You will assist the Financial Management Analyst and Budget Officer in preparing reports.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Incumbent must file OGE 450, Confidential Disclosure Report, upon initial employment and
annually thereafter.
- Incumbent must maintain annual required acquisition training course hours.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Related travel activity is required when incumbent participates in briefings and meetings.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assuring all purchase actions are completed in accordance with established laws and regulations, guidelines, policies, and procedures; experience planning and performing work independently exercising experienced judgment and initiative in the interpretation and application of governing rules and regulations;
Experience performing contract administration functions including, the issuance of modifications or amendments, changes, negotiations, exercise of options, unauthorized commitments, and unpriced purchase orders.;
Experience preparing essential documents to include acquisition clauses reflecting terms, conditions, discounts, and acceptance. Preparing and processing other required documents such as sole source justification, buyers' determination or fair and reasonable price, etc.;
And experience evaluating quotes received and negotiating various issues with the vendor such as technical qualifications, price, transportation and handling charges, delivery data, discounts, packaging and packing.
