You will serve as a PURCHASING AGENT of NAVDRUGLAB JAX FL.
Duties
You will plan work, set priorities and prepare schedules for completion of work.
You will serve as subject matter expert on procurement requirements and provide assistance in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
You will prepare and organize information for special reports, data calls, memoranda and correspondence.
You will perform reviews of contract terms and technical specifications to identify any special requirements.
You will act as a technical advisor and interpret all procurement regulations and policies.
You will answer questions from both cardholders/approving officials as well as vendors on a wide variety of subjects.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a bargaining unit position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing, planning, or preparing pre-award and post-award procurement functions (i.e.: negotiation, source selections, pricing justifications, etc.) for a purchasing program.
Experience evaluating contract price proposals, advertising, administrating and/or terminating of contracts for the procurement of supplies, and services.
Experience awarding contracts for small purchase procurement initiatives.
Experience preparing activity reports from the Standard Procurement System (SPS) or similar systems.
