You will serve as a PURCHASING AGENT in the FACILITY & INFRASTRUCTURE MGMT DEPT of FLTREADCEN SOUTHEAST.

Duties

You will require knowledge of the Government-wide Commercial Purchase Card and simplified acquisition policies and procedures which involve a wide variety of procurement regulations issued by DOD, DLA and local agencies. You will maintain all records in Navy ERP and IBM Maximo systems of record as required You will require knowledge of Financial Management Regulations and Fiscal Law in order to understanding the types of, and restrictions associated with the use of, various types of DOD funds. You will analyze problems and develop practical and immediate solutions within procurement regulations, procedures, and policies.

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using the GCPC (Government-wide Commercial Purchase Card) to acquire authorized supplies or service per delegated authority and maintaining all records in Navy ERP and IBM Maximo systems of record as required; Performing reconciliation of Billing Statements, invoices, and delivery receipts in Navy ERP and Maximo; Ensuring availability of funds before purchase and authorizing dollar limits on purchases; Providing financial documentation as required for DIFMS obligations, DFAS payment and to meet Audit Readiness requirements; Performing market research to determine the availability of commercial products and services and to identify and evaluate market practices; Reconciling monthly purchase card billing statements in accordance with current DOD policies, and verifies receipt of material/services; Performing file and data maintenance to include but not limited to: working unmatched bills report, working the adverse status report, and working the fallouts; Performing extensive monitoring and oversight of simplified acquisitions to recommend resolution of problems, such as protests, claims, and modifications.
