About the Position: Serves as a budget analyst coordinating the activities of the Army G-4 resource management branch in the budgeting and execution of internally managed G-4 funds covering a variety of diverse programs.
Duties
Responsible for monitoring and oversight of funds and budget administration, planning, formulation, execution and presentation.
Monitor, review, analyze, exercise oversight and provide guidance and direction of complex budgeting, developing performance measurements, evaluating execution, and advising the Director and other staff on the financial posture of the Agency.
Interpret regulations, guidance, policies, directives and instructions from Office of Management and Budget (OMB), DoD, and Headquarters Department of the Army (HQDA) to provide guidance on regional issues to Director and staff.
Review and evaluate the effectiveness of Office of the Deputy Chief of Staff (G4) resource management programs and operations. Review and evaluate the effectiveness of G4 resource management programs and operations.
Monitor and coordinate Finance and Accounting operations through General Fund Enterprise Business System (GFEBS).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Financial Management Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes (1) advising senior-level management on the direction and allocation of resources; (2) analyzing financial/budgetary problems affecting programs to develop alternative resource decisions or reprogramming of funds; (3) utilizing web-based financial/accounting management systems such as General Fund Enterprise Business System (GFEBS) to prepare detailed budget reports and execute transactions; and (4) reviewing higher level changes in policies and revising organizational policies or procedures to meet new requirements.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
