This position is located in the Military Personnel and Construction Directorate, Deputy Comptroller (Program/Budget), Office of the Under Secretary of Defense (Comptroller) (USD(C). The incumbent reports to the Director, Military Personnel and Construction, who reports to the Deputy Comptroller (P/B), who reports directly to the USD(C).

Duties

Incumbent serves as Associate Director, Military Construction (Program/Budget) and serves as the staff assistant to the Director, Military Personnel and Construction for the programs enumerated above, together with guiding and supervising the activities of the staff assigned. Major duties and responsibilities include, but are not limited to: Develops and recommends basic policies and procedures applicable to the formulation and presentation of budget requests relative to the important programs of the Department outlined above; these recommendations, upon approval by the Secretary of Defense and inclusion in Department of Defense budget guidelines, become binding upon the respective Military Departments of Defense Agencies as governing policy, practice and procedure. Performs the comprehensive, critical analysis of all budgetary and supplementary appropriation estimates for compliance with DoD policy, including: the evaluation of proposed requirements to ascertain if they properly reflect current force goals, military objectives and readiness issues; the examination of the financial soundness and feasibility of construction programs; joint utilization of facilities by the Military Departments; adequacy of monetary reserves; current and future pricing; reasonable provision for the application of savings and/or contingencies; the evaluation of individual programs in relationship to the overall Defense Structure; and determining and ensuring the existence of a valid and appropriate balance between the various construction programs. Responsible for the conduct of related hearings and conferences, maintaining extensive liaison with top financial management and operating officials particularly within the office of the USD(C), USD(A&S), CAPE, and the Secretarial level within the Office of the Secretary of Defense. Also maintains extensive contacts throughout DoD, the Office of Management and Budget (OMB), and with appropriate congressional committees to resolve all contingent problems, keep appraised of current developments, and for the scheduling and conduct of studies. Monitors the complete analysis of all appropriate Military Department and Defense Agency estimates and justifications, recommending approval or disapproval thereof to the Deputy Comptroller for Program/Budget, and the USD(C) through the Director for Military Construction and Personnel. Is responsible for the sound defense of such estimates to higher authority within DoD and OMB. Oversees the review and analysis of all related requests from the Military Departments and Defense Agencies for the apportionment of funds; taking into consideration all new developments and changing requirements since the original submission of the budget to the Congress; and, as revised, recommend DoD approval or disapproval thereof. Responsible for the establishment and monitoring of administrative reserves within the DoD (in addition to those reserves reflected in apportionment of funds through OMB to secure improved fund administration; for the continuous review of fiscal programs to assure that appropriations are being expended according to the intent of the Congress; and for ascertaining the actual performance reflects proper implementation of the approved DoD program. Recommends changes in policies and procedures relevant to operating programs as appropriate, to assure efficient and economical administration of funds. Reviews and recommends necessary adjustments to financial plans with respect to appropriations, obligations, and expenditures.

MANDATORY TECHNICAL QUALIFICATIONS: 1. Demonstrated in-depth knowledge of the DoD planning, programming, budgeting, and execution (PPBE) process. 2. Demonstrated extensive and in-depth knowledge of financial management principles and theories such as economics, cost analysis, and business management practices; comprehensive knowledge of the governmental budget process (appropriations, budget review, approval) and fiscal operations in order to apply these principles when dealing with the Congress, the Office of Management and Budget, and Military Departments. 3. Demonstrated ability to analyze and understand complex financial management issues, recommend practical solutions, and communicate effectively, both orally and in writing on matter concerning technical and financial performance of major programs or projects. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required.
