The primary purpose of this position is to serve as the Director of Budget for the Air Force Reserve with direct responsibility and full authority for formulation, presentation, and execution of all budgetary and financial programs of the Air Force Reserve. Functions as a full deputy to the Comptroller, Air Force Reserve, and provides authoritative analysis, advice, guidance, direction and assistance on complex budget issues of national scope.
Duties
Plans, organizes, and directs the activities of the Budget Division, ensuring that all financial management activities comply with legal and regulatory requirements and meet customer needs. This position acts as the full deputy and principal advisor to the Comptroller, the Chief of Air Force Reserve, and other key management officials on all matters concerning budgetary policies, management of financial resources, and legislative, judicial and administrative interpretations supporting Air Force Reserve programs, individuals and units; AND Plans and directs the Air Force Reserve budget formulation process. Reviews, validates and prioritizes budget estimates submitted by operating agencies, program offices, and functional managers.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Establishes policy and provides expert management guidance for developing and managing Air Force Reserve financial programs to Headquarters Air Force Reserve (HQ AFRC) and the Air Reserve Personnel Center (ARPC), as well as other interested operating agencies.
Maintains an effective working relationship with substantive program/project managers and/or budget and financial analysts at various levels within the Air Force Reserve, Air Force, OSD, 0MB, and Congress, facilitating expeditious resolution of budgetary issues/problems and achievement of financial objectives.
Safeguards classified or sensitive information and files. Conducts training on security processes, procedures, requirements, etc., and provides organizational personnel with sufficient information and knowledge to ensure safeguards and compliance with policies and procedures.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience involves having financial management and technical expertise to support agency's programs that work with program/budget formulation and execution. Plan, develop, monitor and coordinate the presentation and enactment of the total agency's budgetary program before OSD, OMB, and Congress. Impact of these efforts directly influences the amount of funds appropriated to the organization by the Congress. Work affects the amount, distribution, and sequence of funds supporting all members and programs of the organization on a continuing basis.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of Congressional, 0MB, Department of Defense and Air Force budget policies, precedents, regulations and guidelines, to include legislative, judicial and administrative interpretations, briefing formats and requirements, and agency structures, programs, objectives and work methods for financial management and budgeting efforts, as well as commonly used practices, procedures, regulations, policies, and processes.
Detailed, intensive knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to Air Force Reserve programs/organizations, as well as safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small, but critical organization responsible for overseeing and managing the total budgetary operations of the Air Force Reserve and providing analysis, advice and assistance on a wide array of complex issues of worldwide scope relative to the development Air Force Reserve financial programs and activities.
4. Ability to communicate effectively, both orally and in writing, to motivate, train and work effectively with diverse subordinates in justifying, defending, presenting, and/or advising on budgetary processes/actions and in understanding and furthering management goals in planning/ carrying out work and applying a variety of analytical methods and techniques to budgeting and forecasting long-range funding needs.
Ability to gather, assemble, and analyze data, using expert knowledge of automated data processing concepts and systems capabilities, to accomplish budge funding tasks and to develop improvements in work methods and procedures to prepare budget estimates, develop alternatives, and make recommendations to resolve budge/funding problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
