The Program Specialist provides a myriad of both administrative and education support services to the Western New York (WNY) Chief of Education/Designated Learning Officer (DLO) and the Education Department.

Duties

Creates learning needs assessments for non-clinical departments/divisions. Work with department/division supervisors identifies new educational needs using data plans to deliver and evaluate training effectiveness annually and as needed. Develop or use provided materials for non-clinical training. Develops methods for evaluating current systems, recommends changes, coordinates implementation of improved methods, and develops strategies to enhance the delivery and tracking of educational training and link the education curriculum with the medical centers' mission and strategic directives. Provides recommendations on procedural and policy matters pertaining -to abroad range of employee education functions. Distributes information to the services on upcoming courses, provides registration forms for individuals interested in attending courses. Assists with arrangements and independently schedules ongoing classes. Provides information concerning available training and makes all arrangements for thetraining to occur. Provides information concerning available training, arranges for instruction, prepares reports, and helps facilitate courses for an organization having a well-defined and readily understood mission. Functions as a public relations liaison during training that involves the Education Department and related activities. Maintains Liaison with training program instructors and training specialists toobtain information for projects and activities. Reviews and assesses (frequently updated) pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources and applies analytical and evaluative methods and techniques in meeting the corresponding requirements. Serves as a Secondary contact and advocate for the Talent ManagementSystem (TMS). Coordinates the recruitment, application process, funding, logistical support, and monitoring of employees who are awarded an: VISN 2, EISP, NNEI, or VA National Education for Employees program (VANEEP) scholarship. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS-07 based on your experience and/or education as described below: You will be rated on the following GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 to successfully perform the duties of the position, and that is typically in or related to the position to be filled with supervision and guidance. Specialized experience is described as experience with: Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues, of a procedural or factual nature. Skilled in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Develops recommendations and proposals based upon the mutually supervisory accepted programs and students that require knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization. Extends established concepts and methods and assesses proposals for innovative alternative approaches from the standpoint of technical soundness of training database programs, possibilities of success, feasibility, cost, priority, and consistency with overall program objectives of the agency and TMS. Understand national, VISN local mandates and reporting methods and procedures. Applying broad professional expertise in developing, applying, and appraising new database and computerized learning management system concepts, and software, applications, in defining problem areas, and in recommending changes in overall agency, VISN national program guidelines criteria. OR, Substitution of Education for GS-7: Have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. Superior Academic Achievement (SAA). SAA is based on a GPA of 3.0 or higher out of a possible 4.0; class standing in the upper third of graduating class; or election to membership in a national scholastic honor society. OR, Combination of Specialized Experience and Education for GS-7: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required You may qualify for the GS-09 based on your experience and/or education as described below: You will be rated on the following GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 to successfully perform the duties of the position, and that is typically in or related to the position to be filled with supervision and guidance. Specialized experience is described as experience with: Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues, of a procedural or factual nature. OR, Combination of Specialized Experience and Education for GS-9: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work.
