This position is located in the Office of Deputy Secretary Performance Improvement Office located in Washington, DC. The Performance Improvement Office was established to analyze and advise management on the evaluation of the effectiveness of programs and operations, the productivity and efficiency of management and to provide direction in internal and external communications.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience developing, analyzes and evaluating new or modified program/management policies for assessing the effectiveness of programs/management processes.2. Experience providing consultation and recommendations to senior leadership and program officials on interpreting regulations and guidelines.3. Experience monitoring, interpreting findings, and drafting possible courses of action to support the strategic planning development, performance data collection, and/ or data management.Knowledge, Skills, and Abilities (KSAs) GS-14The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.2. Knowledge of advanced management and organizational principles and practices along with planning, programming, and budgeting regulations, guidelines and processes to prepare long-range and short-range planning guidance.3. Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. 4. Skill to collaborate, build relationships, influence or negotiate public or Departmental policy and business analytics with management to consider recommendations.
