THIS POSITION WILL BE FILLED UNDER THE PROVISIONS OF THE DOD QRB PILOT PROGRAM. This position is in the Office of the Assistant Secretary of Defense (Special Operations/Low-Intensity Conflict) (OASD (SO/LIC)). The ASD(SO/LIC) serves as the principal advisor to the Secretary of Defense and has statutory responsibility for overseeing special operations-peculiar administrative matters pertaining to the readiness and organization of special operations forces, resources and equipment, and personnel.

Duties

The Principal Director for Research, Development, and Acquisition provides advice and executive assistance to ASD SOL/IC for matters related to technical capability gaps for Special Operations Forces and general-purpose forces falling within the broad spectrum of special operations and low-intensity conflict, as well as peer and near-peer threats at the tactical level. Major duties include, but are not limited to: Oversee the Irregular Warfare Technical Support Directorate (IWTSD) staff of over 100 civilians and Systems Engineering and Technical Assistance contractors and an annual budget of $200M. Oversee the activities of the IWTSD organization made up of a Director, Program Managers and Analysts, Planning and Operations staff, Contracting Officers and Negotiators, Logistics Techs, and Administration and Information Technology Support to ensure efficiency and productivity. Support the ASD(SO/LIC) in the rapid development, test and evaluation, and delivery of capabilities for the Department of Defense to counter and conduct the full spectrum of irregular warfare (IW), which includes missions of unconventional warfare, stabilization, foreign internal defense, counterterrorism, and counterinsurgency. Oversee and provide rigorous analytical support and processes for the market research (e.g., emerging technology, software development, cyber/security) to support the development, validation, and prioritization of SOF capability requirements and ensure delivery of operationally relevant and significant capability investments. Develop analysis- and technology-based business processes to ensure collective efficiency and collaboration between the SOF enterprise and the IWTSD subgroups with Office of the Under Secretary of Defense for Research and Development, Office of the Under Secretary of Defense for Acquisition and Sustainment, Defense Innovation Unit, Military Departments, Strategic Capabilities Office, and other key research, development, and test and evaluation stakeholders. Work with partner country Ministries of Defense under bi-lateral agreements or arrangements to conduct cooperative research and development, which allows the U.S. DoD to expand Irregular IW capabilities by leveraging foreign experience, expertise, and resources. Explore and implement pathways to expand international partnerships with allied and partner nations that have pre-existing bilateral defense agreements with the United States. Leverage these relationships to identify mutual capability gaps, co-develop innovative solutions, and enhance interoperability for IW operations through joint research, technology exchanges, and collaborative field testing.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to two pages total. 1. Demonstrated ability to provide technical and policy guidance and support to senior officials (such as internal decision-making, interagency deliberations, dealings with international counterparts, and/or testifying before Congress) in the areas of research, development, and test and evaluation of emerging technologies and capabilities needed to address the special operations needs including but not limited to the full spectrum of irregular warfare. 2. Current knowledge of DoD strategies, Congressional interests, Special Operations Forces missions, requirements, tactics, techniques, and procedures. 3. Professional knowledge of the DoD Planning, Programming and Budgeting System, or another programming/budgeting system in the Federal government or the private sector, including the federal budget process, and laws, regulations, and directives that apply to budgeting, fiscal management and program execution. 4. Demonstrated ability to represent the U.S. Government in public settings, and to lead/manage negotiations with counterparts within the same agency, the interagency, Congress, and/or the international arena. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required.
