This position is located in the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Water Prediction (OWP), Silver Spring MD or Tuscaloosa, AL.

Duties
As an Program Analyst, you will perform the following duties:
Serve as a primary liaison to develop and execute plans for project teams or other groups in accomplishing/producing projects/studies regarding water resources and water prediction.
Serve as an advisor to the Office of Water Prediction (OWP) Director and Project Manager and participate in the planning and coordination of projects involving OWP programs involving policies, planning/program development, program content, budget formulation, budget execution, Government accounting Office (GAO) Audit Reviews, annual Reports to Congress, etc.
Develop, organize, and oversee the implementation of new/continuous program requirements to determine effective and efficient practices, at the direction of the OWP Director or Project Manager.
Interpret data and prepare and present high level briefings, including narrative/oral presentations, fact sheets, information papers, graphs, and charts.
NOTE: These duties are described at the full performance level of the GS-14; the GS-13 is developmental leading to such performance.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
Coordinating between internal or external stakeholders to relay programs/project requirements, elevate issues, and to revise and write policies;
Reviewing attainment of established organizational and program goals and objectives; and
Providing analysis of programs efficiency and recommendations to leadership for improvements.
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
Leading, conducting, or participating in studies and program reviews that ensure strategic objectives and goals are met;
Planning, directing, and organizing assigned team projects and activities; and
Establishing management controls over program activities to evaluate accomplishments, perform gap analysis, and correct deficiencies.
