This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), and the Office of Water Prediction (OWP). with (1) vacancy located in either Tuscaloosa, AL; or Silver Spring, MD.

Duties

As a Management and Program Analyst, you will perform the following duties: Support the planning and analysis of major National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) water prediction projects and requirements, including analyzing and advising office management, most often Office of Water Prediction (OWP) Project Management Office, on the planning and execution of projects. Conduct time-sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making methods; advise program leadership on policies, procedures, and actions to be taken to accomplish work in accordance with established guidelines. Oversee a variety of administrative functions, budget, and financial duties associated with the direction and management of OWP hydrology and water prediction programs. Serve as the liaison on technical matters between the OWP Project Management Office, OWP executive management, the Contracting Officer, and the contractor.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13 level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following: Analyzing the effectiveness of program management and administrative functions to improve program operations or management systems including policies, processes, and procedures; Performing analyses and making recommendations on the development of program management policies and procedures; and Assisting in performing analyses for planning and execution of budgetary resources and reporting program financial performance metrics.
