The incumbent serves as Program Analyst within the Office of the Chief, Engineering Service performing a variety of program-related assignments which requires a good working knowledge of the organization and programs of the service and Medical Center. The incumbent reviews, plan, analyzes and develops program requirements, establishes, and revises operating procedures, reviews operations and provides technical assistance.
Duties
Major Duties and responsibilities include, but not limited to:
Policy development, review and update of the Utility Systems Management and Medical Equipment Management Programs.
Procedure development for administering program services, guidelines and automating work processes.
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the Medical Center's Preventive Maintenance, Utility Systems Management and Medical Equipment Programs.
Plans, reviews, and reports data and statistical results of program/project functions.
Establishes protocols for incoming data, organizes computerized data sets and retrieves computerized data from the Automated Engineering Maintenance System computer system, MAXIMO.
Performs basic and complex analysis of the data and generates a variety of reports, such as, utility usage and cost reports, annual program reviews, depreciation cost analysis reports on Medical Center equipment, etc.
Coordinates incoming data from a variety of sources, including Engineering shops, as well as other services within the Medical Center.
Reviews documents, reports, contracts, existing procedural analysis, purchase orders, transaction status reports, etc. for omissions and inconsistencies and ensures data entry is complete and accurate.
Serves as the Automated Data Processing Application Coordinator (ADPAC) of Engineering Service, working with the Chief in the implementation and management of the Equipment Management Program of MAXIMO software package in VistA.
Performs a review and evaluation of all Engineering Service fund control points for planning, forecasting, and budgetary purposes.
Responsible for providing detailed financial data to the Chief, Engineering Service for development of the Annual Budget Briefing package.
Develops monthly monitors to ensure purchase card and obligation reviews are conducted as required for financial accountability.
Identifies resources (funding and equipment of facility) required to support varied levels of program operations.
Performs standard fund control point reviews and updates direct and indirect cost allocations to provide accurate and relevant cost information.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Designs and prepares management reports for use by top management for workload analysis, budget preparation and control; Prepares all program related reports with analytic data and presents or shares the information verbally or on share point; Analyzes data, identifies discrepancies, makes corrections, and recommends a course of action, including corrective actions, to assure accuracy and timeliness of future data input; Reports on program efficiency, effectiveness, successes, and challenges and makes recommendations to the supervisor for all program related issues; Assists supervisors with analyzing and evaluating the effectiveness of programs or operations in meeting established goals and objectives; Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; and Conducts detailed analysis of complex functions and work processes and presents ideas and concerns to management.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11.

Physical Requirements: Typically, the employee may sit comfortably to do the work. However, periodic elevator inspections, inventory, inspections and management of contract-related work require occasional physical exertion such as walking, standing, bending, and lifting.
Work Environment: The administrative/office work environment involves everyday risks or discomforts and requires normal safety precautions typical of such places as meeting and training rooms, libraries, or commercial vehicles. The work area is adequately lighted, heated and ventilated. The work
environment occasionally involves exposure during inventory inspections to a variety of machine and equipment operations, noise levels, temperature extremes, contaminated areas, confined space areas and construction sites.
