Duties

You will serve as an IT Specialist (INFOSEC/NETWORK) in the Security Operations Center (N00SM5), Security Manager (N00SM) at Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMS PAC). You will manage a team of cybersecurity and information technology specialists executing Computer Network Defense (CND) assignments and supporting Defensive Cyber Operations (DCO) missions across multiple diversely architected networks. You will be responsible for the overall planning, operation, and execution of monitoring and detection of malicious and anomalous behavior in cyberspace affecting assets owned or operated by NCTP, and associated components. You will lead Naval Communication Telecommunication Pacific Security Operation Center (NCTP SOC) Team in developing operational plans, goals and objectives including oversight, support and direction for all projects assigned or designed by NCTP SOC. You will develop SOC CND strategies, concepts, principles, methods and practices based on intelligence derived from current and emerging threats and cybersecurity technologies. You will oversee planning, execution and reporting of all SOC activities associated with CND, network maneuvering recommendations, connectivity components and IP services. You will ensure that adequate internal control systems are developed and operational so that government resources are efficiently, effectively and securely managed. You will direct the management and development of software and hardware that enhances cybersecurity monitoring. You will identify developmental and training needs of employees. You will interview and make selections for subordinate positions. You will approve leave requests and recommend incentive awards and reassignment and position description revisions.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 511, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Evaluating IT network and internet protocol services and security risks to direct required actions. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Establishing and maintaining personal contacts with both military and civilians in support of cyberspace defense. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Documenting and presenting briefs to senior personnel and visiting officials. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Analyzing network systems for malicious/anomalous activity and making recommendations. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience performing evaluations of IT systems performance and feasibility studies. -Experience providing technical direction to personnel. -Experience planning short- and long-term cyberspace defense and resiliency plans as it pertains to enterprise networks. -Experience developing process improvement, data collection and through process improvement determining the most efficient way forward. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-13. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
