This position is part of the National Archives and Records Administration, National Personnel Records Center. You will serve as a Supervisory Management Analyst on the Finance Team, responsible for a wide variety of program management activities associated with the Federal Records Center Revolving Fund Program.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a MANAGEMENT ANALYST (CSRA), you will:
Under the supervision of the Finance Chief, be responsible for budget and procurement actions, billing and revenue, Interagency Agreements for reimbursable projects, management and business practices, organization structure, administrative support, data collection and analysis, and work-flow methodologies.
Conduct management studies, review and develop procedures, and initiate methods to develop and improve measurement procedures for selected program areas.
Prepare reports outlining findings, analytical statements of fact, make recommendations (based upon the application of good management principles, theories, and techniques) and be able to effectively communicate via written reports and oral briefings.
Have knowledge of operating procedures in the Records Centers and Archives operations; organizational theory; missions, long and short-range goals and policies of the central office in order to facilitate communication among the staff and operational members and to determine impact and consequences to the organization's productivity and effectiveness.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility to the GS-09 grade level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes the following:
Assist in analyzing program issues and recommending resolution actions in support of agencies and/or internal and external stakeholders.;
AND
Communicate findings in a clear and well-organized manner to internal and external individuals at all levels of an organization.;
AND
Experience with financial operating systems (such as ARCIS, PRISM and/or OBI).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate level education leading to such a degree or LL.M., if related.
OR
Combination of experience and education: Only education beyond the first 2 years of graduate study can be used. The total percentage must equal at least 100% to qualify.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
