The primary purpose of this position is to serve as a Command Budget Analyst performing a variety of budget functions involving program planning, analysis, justification, presentation, execution, and technical work for Department of Defense (DoD) appropriations, program elements and elements of expense for a variety of Headquarters Air Force Global Strike Command (HQ AFGSC) programs and weapon systems.

Duties

Performs budget execution work and a wide variety of budget execution tasks to meet the needs of HQ AFGSC organizations. Monitors obligations incurred and resulting expenditures of funds through continuous dialogue with command resource advisors and program managers, review of written documents, and examination of accounting records. Performs budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years. Analyses budgetary relationships and develops recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines. Prepares guidance and provides financial advice on budgetary matters provides advice and guidance to command resource advisors, program managers, and others, on types of funding available, effects of budgetary changes on related activities, status and use of funds and all aspects of AF and MAJCOM processes that apply to their programs. Conduct budgetary analysis and reviews. Selects and applies appropriate analytical methods and techniques (e.g., cost benefit analysis, planning-programming-budgeting, probability theory, program evaluation review techniques, etc.) to predict or assess the effects of budgetary and/or program changes and to fully evaluate the significance of conflicting program and budget data. Uses automated budgetary system and computer-generated products in accomplishing budgeting assignments.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF and MAJCOM guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments allotments, transfer of funds from other agencies; and/or refunds); and budgetary and financial relationships between assigned budget(s) and programs of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation's programs/organizations. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies and guides to formulate, justify, and execute assigned budget in support of the HQ AFGSC mission structure, goals, work processes, and programs. Knowledge of single-year and multi-year appropriations and their characteristics, uses, applications, and structure. Detailed, intensive knowledge of the agency budget policies, precedents, regulations, and guidelines. Ability to gather, assemble, and analyze data to prepare budget estimates. Knowledge of automated data processing concepts, systems capabilities, and software to accomplish budget/funding tasks. Skill in selecting and applying a variety of analytical methods and techniques to budgetary processes to analyze and evaluate the effects of changes in program plans and funding, develop alternatives, and make recommendations to resolve budget/funding problems, and conduct studies and analyses. Ability to communicate clearly and effectively both orally (to include briefing) and in writing to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
