The primary purpose of this position is to serve as a team lead with limited supervisory and managerial authorities over 3 personnel within the Financial Operations Branch, Financial Analysis Division, Financial Management and Comptroller Directorate, Headquarters Air Force Global Strike Command (HQ AFGSC). Leads a branch of financial management experts responsible for providing budget analysis and financial management oversight to all AFGSC activities/programs.
Duties
Plans, organizes and oversees the activities of the Mission Support Panel Team within the Financial Operations Branch.
Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
Serves as the Team Leader which exercises limited supervisory personnel management responsibilities.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds.
Provides advice, assistance, and guidance on budgeting and related information.
Conducts analyses, reviews, and special studies of budget and/or related information.
Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0560.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of budgetary policies, precedents, goals, objectives, regulations and guidelines of the agency or component, organization or program. Knowledge of staff direction and guidance in designing and implementing various programs, management policies, division special projects and automated systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all phases of the Federal budget process and the DOD planning, programming, and budgeting/execution systems.
2. Knowledge of accounting practices, methods, techniques, and generally accepted accounting principles and standards.
3. Knowledge of and skill in applying infom1ation pertaining to legislation, budget, oversight, automated systems, Air Force and joint strategic capabilities and operations.
4. Skill in organizing, analyzing, interpreting, and evaluating budgetary data project results based on alternatives selected to include having the ability to apply various analytical methodologies and techniques to various requirements.
5. Ability to plan and execute complex, multi-faceted projects.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
