Duties

WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, Human Resource Strategy, IRS University (IRSU) This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs. The following are the duties of this position at the full working level. Analyze strategic business objectives and recommends, formulates, and implements education policy and standards to meet long and short-range strategic business goals. Analysis includes impact on customers, other programs, support requirements, risk factors, costs, and available alternatives. Design and issue directives and instructions, and develops recommendations to improve program effectiveness. Recommendation influence major changes in business practices and policies of the Service. Serve as a consultant to agency executives and senior managers on service-wide strategic educational program needs that address human resource management issues affecting the accomplishment of strategic goals and objectives. Provide leadership and guidance to HR embedded staffs in the development, design, and delivery of educational products and services. Represent human resource program concerns that are strategic in nature and scope and assures understanding and application of service-wide corporate policies. Implement and manage strategic programs and initiatives. Serve as a project manager coordinating assignments with other staff members based on priorities, level of difficulty, work requirements, and expertise of employees. Develop and coordinate work plans and project proposals involving staff needs, dollar costs, and production timelines to meet program objectives. Manage project operations such as budget planning and execution, vendor solicitation, contract administration and vendor performance. Establish and facilitate matrix team operations composed of business unit representatives, external stakeholders, and outside consultants. Conduct briefings, prepares reports, promotes work efforts, products, and initiatives, and takes other actions needed to inform, communicate, and market service-wide educational programs to customers and stakeholders.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: GS-14 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience with learning and education concepts, programs, practices, systems, and technologies sufficient to plan, organize, direct, coordinate, review, monitor and evaluate all aspects of a learning and education program including designing, developing, delivering, and evaluating training programs for all employees. Knowledge of organizational learning theory and technologies including the application and business value of knowledge management in addressing a wide range of business goals and objectives. Experience utilizing theories of instructional design and applying performance-centered design constructs to improve business processes. Experience with an automated system used for training, education, and employee development (i.e., Enterprise Learning Management System [ELMS], Integrated Talent Management System [ITMS], Learning Content Management System [LCMS]). Experience with communication skills including preparing reports and assessments, training team members, networking and building effective working relationships, coordinating meetings, and articulating policies and viewpoints to higher-level management and/or other government officials. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
