Duties
The selectee will serve as an Supervisory IT Cybersecurity Specialist (EXL/SPP) in the Office of the Chief Information Officer, IT Operations Program. Typical work assignments include:
Executes decision-making authorities and establishes vision and direction for an organization's cyber and cyber-related resources and/or operations.
Develops cyberspace workforce plans, strategies, and guidance to support cyberspace workforce manpower, personnel, training, and education requirements, and to address changes to cyberspace policy, doctrine, material, force structure, and education and training requirements.
Reviews existing and proposed policies with stakeholders and develops policy, programs, and guidelines for implementation based on those reviews.
Supervises, manages, and/or leads work and workers performing cyber and cyber-related and/or cyber operations work consisting of government and contractor positions of multi- disciplined professional, technical, and administrative personnel.
Qualifications
To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below:
BASIC REQUIREMENTS:
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:
You qualify for the GS-15 level (starting salary $167,603.00) if you possess one year of specialized experience equivalent to the GS-14 level performing duties such as:
Assigning work, manages and/or leads work and workers performing cyber and cyber-related and/or cyber operations work consisting of government and contractor positions of multi- disciplined professional, technical, and administrative personnel
Evaluating agency's IT Cybersecurity application processes, assessing the feasibility of incorporating cybersecurity applications or crafting in-house solutions for internal and external agency stakeholders
Implementing system, integration techniques, and testing methods ensuring technical integration is achieved across the enterprise by participating in test planning, validation, and reviews.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
