This position is at the full performance level and located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the New Mexico VA Health Care System (NMVAHCS), within the Geriatric Extended Care Service. The incumbent provides a full continuum of health care service which include inpatient and outpatient care management support of approximately 100 FTEE. The incumbent may personally supervise, both technically and administratively, GEC administrative staff.
Duties
Duties include but are not limited to:
The incumbent is involved in researching new management and business practices which may be suitable for adoption by the Service to improve administrative and clinical operations in compliance with regulatory organizations and guidelines. Identifies resources required to support varied levels of Service operations; or analyzing and evaluating proposed changes in operating procedures.
The incumbent has input into leadership decision-making processes and implements administrative decisions affecting the Service. The incumbent helps arrange for, and ensure, the proper mix of healthcare services, primary providers, continuity of care, patient and family education, preventative services, within cost constraints. The work involves gathering information, identifying, and analyzing issues and developing.
The incumbent provides analysis and interprets clinical performance measures pertaining to the wide array of clinical activities throughout the service, including the outpatient clinics, inpatient care, procedures, compliance, quality management, and physician performance, budget, as well as other information requested from leadership.
The incumbent may provide technical and administrative supervision to administrative staff to include: Program Specialist, PSA and Secretary.
The incumbent oversees the day-to-day administrative processes of the unit ensuring that agency, facility and service policies and priorities are being followed.
Develops performance standards; and evaluates work performance of subordinates recommendations to resolve problems and efficiency of operations.
Performs additional duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with administrative supervision and monitoring of administrative support staff; Develop performance standards, write position descriptions/functional statements; Internal and External department liaison; Complaint resolution; Budget/Financial Management; Experience with conducting New Employee Orientation; Equipment management; Employee leave management; Experience with Organizational Chart management; Enforces all policies and regulatory guidance; Development of employee training needs; Records Management; Travel coordination; Maintains administrative systems; Experience with distributing work assignments to subordinate staff. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, OR, 3 full years of progressively higher level education leading to such a degree, OR, LL.M, if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level education.

Physical Requirements: The work is primarily sedentary, although some light physical effort may be required.
