This position is an Administrative Officer, GS- 0341-11 working in Albuquerque, New Mexico, for the R2-New Mexico Ecological Services Field Office. The incumbent will be an integral member of the management team, providing a wide range of administrative services, advice, and counsel for a complex organization within the Fish and Wildlife Service.
Duties
As a Administrative Officer your duties will include but are not limited to the following:
Provides advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Provides substantive input and analysis for management decisions by articulating administrative management requirements.
Plans and conducts analytical studies of organizational elements and work to identify problems and approve resource utilization, administrative support, and management effectiveness. Study areas include functions such as overtime cost, logistical support, automated applications for administrative functions, office and facility space, telecommunications requirements, word processing systems, duplicating equipment, and work distribution. Interprets findings and develops recommendations to improve organizational efficiency, effectiveness, and solve problems.
Serves as the day-to-day supervisor for a team of administrative and support personnel responsible for preparing administrative policy, coordinating administrative work procedures and prioritizing office management practices as a supervisor to subordinate staff of clerical and/or administrative workers. Plans, assigns, and reviews work; adjusts short term priorities; establishes performance standards and evaluates performance; approves leave and certifies time and attendance; recruits and interviews candidates for positions and recommends personnel actions; hears and resolves complaints from employees, referring those unresolved to a higher level supervisor; recognizes and rewards good performance; effects minor disciplinary actions and recommends actions in more serious cases; identifies training needs of employees and arranges for training as needed; improves production or quality of work directed; and supports and implements Government-wide, Departmental, FWS, and Regional Equal Opportunity programs.
Serves as an advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the accession, retention, motivation, development, and use of human resources. Works with servicing human resources office representatives to identify and resolve human resources needs and problems.
As the principle financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning. Identifies actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyzes conditions, and recommends adjustments and solutions.
Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Provides guidance and/or personally prepares procurement documents, determines appropriate sources, conducts market research, and prepares justifications as necessary.
Responsible for interpreting and applying regulations dealing with procurement, contracts, and related matters, to provide for support needs of the office.
Responsible for ensuring time and attendance and travel are conducted in accordance with agency policy and procedures.
Responsible for ensuring that management and maintenance needs for vehicles and building are met in a timely manner.

Qualifications
Only experience and education obtained by 09/19/2023 will be considered.
In order to qualify for this position you must one of the following:
A. Possess one year of specialized experience equivalent to at least the GS-09 grade-level in the Federal service. Specialized experience may include: preparing budget estimates or justifications for an organization; monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; managing the acquisition of supplies, equipment, and services for an organization in accordance with regulations and local policies; conducting financial, management or program analyses and documenting findings, issues, and recommendations; leading/directing or managing the work of a support staff on financial, budgetary or administrative topics; supervising an administrative staff. OR
B. Have completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position. OR
C. Have a Ph.D. or equivalent doctoral degree in a discipline related to the position. OR
D. Have a combination of education and experience as described in above which together equals 100% of the requirement.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
