This position is located in Health Administration Service (HAS) at the Raymond G. Murphy VA Medical Center. The incumbent serves as a full-time Administrative Officer (AO) with direct accountability to the Chief, HAS in the New Mexico VA Health Care System.

Duties

The major duties of the position include but is not limited to: integration of administrative functions for personnel management; control and requisition of supplies, services, and equipment; budgetary and fiscal matters; report flow and timeliness of work; and ensures adherence to manuals and policies relevant to staff functions for the completion of Health Administration Service missions and objectives. Provides Service level administration by planning, developing) expanding, coordinating, and managing and directing the personnel and administrative management functions of the Service. Directs the Agency/Contract staff and associated control point activities; is the control point official for all Health Administration Service control points; serves as an approving official for time and leave, overtime and compensatory time; and manages data management processes. Determines the need for increased efficiency, effectiveness, and productivity of the administrative functions, and implements improvements. Serves as the liaison to Human Resources Management Service (HRMS) concerning personnel-related matters. Provides advice and assistance to staff concerning Federal and VA personnel processes and procedures. Assesses managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternatives based-on knowledge of internal operations, VA personnel policies, budgetary constraints, and work priorities. Recognizes problems that require HRMS intervention or correction and independently takes steps necessary to resolve issues. Provides administrative orientation for new staff assigned to HAS. Keeps managers informed of the status of on-going personnel actions. Provides advice on solving complex personnel­ related problems. Conducts space utilization, manpower utilization, and position management surveys to assist in preparing short- and long-range plans. Provides support for the collection and dissemination of information in the form of regularly scheduled Annual Reports, Fact Sheets, and Impact Statements, as well as any other requests from VA Central Office Maintains current organizational charts and staffing plans for the Service. Initiates personnel actions and requests involving HAS personnel. Establishes administrative controls and tracking systems to ensure remedial actions are completed as proposed and other personnel actions are managed within established parameters. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Designs, modifies the allocation of space for program staff, and coordinates office moves with appropriate Services such as Engineering, Environmental Management, and Information Resource Management. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: participating in the formulation of annual operating budgets; providing all administrative functions, including human resources management, budget, finance, management and program analysis, office support services, and logistics; communicating to a wide variety of individuals internal and external to the agency; and providing advice, counsel, training or instructions to employees on work and administrative matters. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B., if related. (Note: You must submit copies of your transcripts for your education to be considered.) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of one full years of graduate level education) and specialized experience to meet the total experience requirements. You will be rated on the following Competencies for this position: Administration and ManagementBudget AdministrationContract AdministrationData ManagementInformation Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demand such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
