The following are the duties of this position at the full working level.
Provides authoritative policy and technical advice, consultation, and assistance to all Payroll-Personnel Systems (PPS) organizations and all levels of IRS management on the full range of personnel/payroll systems, products, and services. The work involves matters that are contentious and/or susceptible to widely varying interpretations. Most assignments require creating new techniques, establishing criteria, or developing new information.
Develops approaches to interpret and implement legislation, policies, procedures, and strategies governing the planning and delivery of personnel/payroll system(s). Resolves extremely complex/difficult problems encountered or referred from others within assigned program area(s). Analyzes situation presented and issues involved; assesses management needs and/or concerns.
Participates in the design, implementation, maintenance and/or operation of the IRS' and/or Department of Treasury's automated HR information system(s). Provides assistance in solving workforce issues and implementing organizational and procedural changes.
Provides expert technical assistance on the HR automated information system's procedures and applications and/or extraction and development of management information reports. Uses various data sources and understands the quality of the data available. Develops, interprets, and analyzes multiple sources of complex data and/or reports from automated HR databases.
Develops action and/or project plans to resource, test, implement, and maintain improvements or enhancements. Conducts systematic studies/analyses to identify customers' long and short-term needs and to ensure achievement of operational goals and objectives. The studies/analyses are complicated due to major areas of uncertainty, e.g., continuing program changes, technological developments, or conflicting requirements. Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans and progress, and to communicate findings and recommendations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources personnel and payroll laws, regulations, concepts, and practices, as well as seasoned consultative skills. Knowledge of HR applications (i.e., HR Connect, USA Staffing) and the design of automated systems, and knowledge of project management principles and methods to plan, design, develop, test, integrate, and deploy HR systems. Experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis and analyzing major payroll HR functions and personnel problems. Experience using personal computer and internal automation to accomplish complex report/graph presentations, ensure accuracy of employee personnel and payroll information, data retrieval, and to prepare written guidelines and recommendations, and knowledge of human resources automated systems to provide technical advice, guidance, and recommendations to management on issues/problems in the areas of applications software and Internet technologies. Examples of qualifying work experience include: Participating as a senior analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, and ensuring accuracy of personnel employee payroll information.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
