Duties
This Budget Analyst position is located at Chief Finance Office , Budget Division, Budget Formulation, Coordination & Reporting Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Independently aligns budget requests in major program areas with long and short-term strategic objectives performing both long-range and short-term budget planning.
Provides guidance to offices on DHS, OMB and Congressional budget policies, procedures, regulations and guidelines using both experience and a comprehensive knowledge of budgeting concepts and principles.
Prepares and analyzes financial reports on commitments, obligations, and expenditures for assigned program office and PPA.
Completes work products through status reports to ensure policy compliance and alignment with the requirements of the assignments.
Interprets broad budget policies or objectives related to the mission area of the branch and often drafts, edits, and reviews new policies, procedures and approaches consistent with the overall TSA operating requirements and strategic objectives.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (F Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-F Pay Band (equivalent to GS-9), you must have one year of specialized experience equivalent to the SV-E or GS-7 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such Specialized Experience is defined as:
Experience collecting and analyzing financial data to identify issues for resolutions.
Experience reviewing, interpreting, complying with laws, regulations and policies of a program or organization.
Experience with Microsoft office applications (i.e. Excel, Outlet and PowerPoint) to create reports, correspondences and presentations.
ORB. Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such Specialized Experience is defined as:
Experience assisting with preparation and coordination of budget formulation, including budget estimates.
Experience reviewing, interpreting, complying with budget policies, regulations, detailed Office of Management and Budget (OMB) directives.
Experience with Microsoft office applications (i.e. Excel, Outlet and PowerPoint) to create reports, correspondences and presentations.
ORB. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. Experience applying budget concepts, principles, practices, laws, and regulations pertaining to the Federal Government budget process in order to develop strategic plans, assess performance and prepare budget formulation, justification and execution.
Experience identifying trends, modifying systems, and developing solutions for changing budget programs and objectives and prepare funding requests and budget justifications to support program operations.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such Specialized Experience is defined as:
Experience providing guidance to internal stakeholders on DHS, OMB and Congressional budget policies, budget processes, and reviewing/editing new policies.
Experience reviewing, analyzing and evaluating financial information to identify funding issues, resolve discrepancies between planned and actual obligations, and expenditures.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
