This position is located in the Department of Homeland Security (DHS), Office of the Chief Financial Officer (OCFO).
The primary purpose of this position is to formulate, advise on, coordinate, and carry out policies and procedures to assure the financial soundness of the Department's programs and to support staff functions in terms of long range planning for future programs budget and general operating expenses, as well as the integrating of account and budget data.
Duties
As a Supervisory Budget Analyst GS 0560 15, your typical work assignments may include:
Directs the review and evaluation of budget proposals. This process includes the review of staff work in evaluating program requests, supplemental, Congressional reprogramming, and Congressional notifications.
Advises program management staffs on appropriate adjustments to budget plans. Controversial issues are negotiated with all management staffs for settlement, prior to submitting final documents to senior officials for concurrence.
Reviews and analyzes the external budget requests and enacted appropriations legislation to ascertain impact on resource allocation planning.
Supports the presentation and defense of the budget estimates before the Department, OMB and Congressional authorities.
Serves as a contact officer between financial programs and outside agencies such as OMB, GAO, and committees of Congress, to ensure concerted budget actions on all budget issues.

- Permanent Change of Duty Station (PCS) Expenses will not be paid.
Qualifications
Specialized Experience:
You qualify for the GS-15 grade level, if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: defined as supervising and performing budget execution, overseeing, reviewing, analysis and evaluation of the effectiveness of an organization's budget operations, practices and procedures.
Substitution of education in lieu of specialized experience may not be used for this grade level.

You will receive credit for all qualifying experience, including volunteer experience.
Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
