Duties
This Supervisory Budget Analyst position is located Enterprise Support (ES), Operations Management (OM), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Develops or directs the development of broad program office-wide budgetary plans, policies, procedures, and systems to implement high level financial management directives, and may represent the Transportation Security Administration (TSA) externally as a primary point of contact for policies, procedures or other project or program purposes. Consults, coordinates, and collaborates with key internal and external financial and functional stakeholder representatives of program office on plans, proposals, and approved programs to facilitate the implementation of planning and/or approved concepts and programs consistent with operating needs.
Ensures the comprehensive development and timely issuance of resource management guidance (e.g., program and budget guidance, budget instructions, etc.) to all organizational elements and subordinate organizations, and has the authority, within guidelines, to make commitments and/or establish new policies or procedures. Manages and oversees fiscal year budget preparation and implementation, prepares annual operating plans and recurring reports for submission to DHS, OMB, and Congress, and oversees the review of subsequent Congressional/OMB budgetary decisions to determine impact on program office budgets and programs.
Oversees the execution of approved budgets and programs and reviews, approves, and/or recommends corrective actions (i.e. reprogramming of funds) when actual budget execution deviates significantly from planned programs. Work performed is typically governed by established policies, procedures and mission objectives which often leave a considerable amount of room for discretion. Keeps senior management officials informed of the status of financial operations and mission accomplishments, analyzes program office's current and future funding positions, and develops and/or adjusts end of year spending.
Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance.
In all budgetary phases, prepares and presents program and budget briefings to senior officials, represents the program office at senior level budget reviews and hearings, and may personally appear as a witness before various committees in Congress to render professional testimony. Plans, executes, and administers programs for the procurement of goods and services for the organization and other program offices, and considers technical, budgetary, regulatory, and political issues that involve other internal and external TSA organizations.
Exercises a full range of supervisory and personnel management authorities and responsibilities. Develops job descriptions and assigns work to subordinates based on priorities. Considers relative difficulty and requirements of assignments and the capabilities of employees. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J (equivalent to GS-14) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Experience providing guidance and oversight of a full range of budgetary functions and duties associated with all phases of the budget process ( e.g. formulation, presentation, and execution).
Experience participating, developing, and implementing budgetary policies affecting the financing and accomplishment of major programs.
Experience communicating with senior executives and high-level agency officials, such as OMB and Congress, on an organization's strategic budget planning and formulation activities.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
