This position is part of the National Nuclear Security Administration (NNSA), Office of Counterterrorism and Counterproliferation (CTCP/NA-80). A successful candidate in this position will serve as a Management Analyst, supporting the mission to manage personnel security and training and development areas of responsibility.
Duties
As a Management Analyst, the incumbent will:
Manage and execute matters related to executive coordination, security requirements, training and development, business management practices, office space management, and other HCBM-related activities.
Regularly advise and undertake significant business management activities on behalf of the Associate Administrator and Deputy Associate Administrator.
Apply extensive knowledge and expert understanding to interpret the full complement of administrative/management policies, principles, laws, regulations, and procedures to perform analytical and/or management support assignments of unusual scope and difficulty. The incumbent leads initiatives focused on planning, organizing, developing, coordinating, and executing projects to improve business management operations, increase work efficiency, improve organizational communication, and positively impact related workforce satisfaction indicators for all NA-80 staff.
Manages resources needed to oversee and coordinate training, development, and security actions; prioritizes, tasks, and tracks actions to ensure NA-80 produces fully responsive, high-quality products to external parties; and fosters consistent organizational communication and collaboration between NA-80 and other NNSA offices.
Conduct analyses to inform NA-80 workforce plans through the identification and application of criteria and programming specifications; leads and integrates team efforts with related projects; and presents briefings and recommendations concerning NA-80 long-range projections to meet mission objectives.
Undertake long range and future projections, planning, coordination, and execution of personnel staffing, office space allocation for a globally dispersed organization, and executes for office logistics in both open and secure spaces.
Inform the supervisor of only the most controversial findings, issues, or problems that may have a critical or profound impact on one or more major fundamental management programs, strategic policy goals, or department- wide business operations.
Qualifications
Specialized Experience Reqirements:
To meet qualification requirements for the EN-04 level (GS-14 and GS-15 equivalent), applicants must have one-year specialized experience equivalent to the next lower pay band EN-03 (GS-13 equivalent) grade in the Federal Service applying knowledge of administrative business management procedures and the specialized knowledge of security and training and development policies, processes, and procedures applicable to NNSA personnel. Possesses knowledge and skill in the application of administrative business processes and coordination principles required for security and training and development programs/elements. Possesses knowledge and skill in application of concepts, principles, and practices sufficient to serve as a business management analyst.
Examples of Specialized Experience:
Providing authoritative advice and guidance concerning policies, planning, and strategies to enable effective management and support to senior leaders and staff.
Performing a broad range of business administration activities sufficient to manage and support the wide and varied needs of the NA-80 Federal and contractor workforce.
Experience leading and assisting the development and application of security, training and development, and/or time and attendance policies, processes, and procedures.
