The primary purpose of this position is to serve as the AMC Command Surgeon Medical Modernization senior program analyst, applying Air Force medical, enroute care (ERC), and Acquisition experience, to plan, organize, and determine necessary policies, regulations, directives, programs, and procedures for the establishment and maintenance of assigned programs.

Duties

AMC Command Surgeon Medical Modernization senior program analyst, applying Air Force medical, ERC, and Acquisition experience, to plan, organize, and determine necessary policies, regulations, directives, programs, and procedures for the establishment and maintenance of assigned programs. Documents planning and programming decisions in appropriate formats to meet Air Force, AFMS, MAJCOM, and USTRANSCOM requirements. Identifies operational mission areas, capabilities, requirements, and assesses impact on assigned programs, and develops recommendations. Analyzes problems created by the incompatibility of future programs and initiates corrective action. Actively participates in strategic planning processes to improve direction and focus using planning tools, modifications, and other appropriate techniques. Interacts with staff to define and communicate medical capabilities to other AMC directorates and independently and as a member of several analysis teams and panels. Prepares and delivers both oral and written presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

  • Requires access to classified DOD information and must be capable of obtaining and maintaining appropriate security clearance
  • Incumbent may be subject to other than normal duty hours and may be required to travel away from the normal duty station on military and commercial aircraft to attend conferences, meetings, or other work-related functions
  • Position requires frequent travel within the US and overseas, using all modes of commercial and military transportation
  • Acquisition certification and familiarity with capabilities-based planning, JCIDS requirements documents, formal acquisition management, and POM process of the Planning, Programming and Budgeting System (PPBS) is highly desirable
  • The ability to adapt and respond to evolving staffing requirements is essential to this work
  • MAJCOM/MEFPAK level or higher staff experience is desirable
  • This position requires taking monthly 12-hour call for the AMC Commander’s Battle Staff as the SG representative
  • Must be able to obtain and maintain a Secret Clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in analytical/evaluative techniques to conduct studies of issues and identify deficiencies concerning the efficiency and effectiveness of the human weapons system as related to human performance and enhancement, enroute care, combat casualty care, and human systems integration in areas of flight and mission, war fighting enhancements, mobilization, exercise, acquisition, and/or other similar areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force, AFMS, DHA, USTRANSCOM, and HQ AMC strategic planning processes, program goals and objectives, mission areas, master capabilities, concepts of operations, and pertinent tactics, techniques and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. 2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 3. Knowledge of medical terminology, anatomy, and physiology, patient assessment and treatment guidelines, pre-hospital trauma life support, combat casualty care methods, aeromedical evacuation (AE) standards, and techniques for triaging, managing and transportation of battlefield casualties. Knowledge of programs such as human system integration, human performance enhancement, and fatigue management. . Knowledge of computer network, desktop, mainframe, and cloud-based operating systems and their applications. 4. Knowledge of the application of Air Force medical, ERC, and Acquisition experience, to plan, organize, and determine necessary policies, regulations, directives, programs, and procedures for the establishment and maintenance of assigned programs. Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders. 5. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches. 6. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: Medical experience (e.g., flight medicine, aeromedical operations, aerospace medical service, ERC etc.) is critical to the successful completion of the work. Familiarity with medical research & development (R&D), human performance enhancement and optimization, personal protection, life support, safety, vision assessment, and human systems integration is important to completion of the work.
