The primary purpose of this position is: To serve as Civilian Action Officer (AO) and a principle strategist within the Commander's Action Group (CAG) at United States Special Operations Command (USSOCOM), responsible for providing research, information and advice on Special Operations Forces (SOF), its missions and posture to ensure the Special Operations Commander is most effective and best prepared to lead a 70,000-person force dispersed across 80 countries as a Global Combatant Command.
Duties
As a member of the CDR's primary, small-group, strategic communications coordination team - the CAG - serves as a senior advisor, analyst, and technical expert on a wide range of issues related to Special Operations Forces (SOF), including but not limited to strategy development, coordination/communication, planning, organizational change and culture, private sector engagements and best practices, Congressional activities
(in coordination with the Command's Legislative Affairs Office), public speaking and professional writing.
Represents and prepares the CDR for meetings and conferences with senior US government (USG) officials (Federal, Regional, State, County, City), senior executives from outside the USG (industry and technology leaders), subordinate organizations, civilian organizations (benevolent organizations, professional sports representatives, colleges/universities), and senior officials/dignitaries from across the international community.
Responsible for the planning, development, coordination and execution of internal and external communications strategies and programs designed to promote the CDR's priorities, objectives, mission and vision.
As Civilian AO within the CAG, the incumbent applies a working knowledge of research methodologies coupled with a high level of expertise in communications skills and strategic thinking to incorporate historical and factual analysis in support of both the CDR's presentations and decision-making.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

- The position is designated as a Testing Designated Position (TDP) under Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs.

- This is a Key Position. If the selected candidate for this position is in a military recall status he/she must be removed from their military recall status, to be in this position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0301 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of communications principles, methods, practices and techniques; analytical methods; and interpersonal relations practices that enable the incumbent to function as an authority on all things related to Commander directed priorities, USSOCOM plans and policies, and strategic communications. Skill in applying mastery in developing new methods and approaches in planning, coordinating, integrating and evaluating the overall strategic communications program for the CDR and Command Group Skills to plan and direct the efforts of a collaborative staff.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed knowledge of the missions, objectives, functions, responsibilities, organizations, and procedures of DoD, USSOCOM, its twelve Components and Sub-Unified Commands, and other Geographic and Functional (Global) Combatant Commands, to include Major Force Program (MFP) -2 (Service-common) and MFP-11 (Special Operations Peculiar/SO-P) and SOF historical/leadership backgrounds.
2. Detailed knowledge of the functions, responsibilities, organization, and procedures of the departmental and interagency structures including the appropriate understanding of communications related elements of the OSD and Joint Staff, the National Security Staff, and Interagency National Implementation Planning Process.
3. Demonstrated knowledge of the functions, methods, practices, and techniques of communications including working knowledge of public affairs, information operations, defense support to public diplomacy and visual information, enabling the incumbent to function as the technical authority within the command with responsibility for communications strategy development and plan documentation.
4. Skill in applying analytical techniques to predict effectiveness of proposed command communications programs and execution of operational plans to develop recommendations to evaluate and optimize ongoing efforts.
5. Skill in making oral presentations to senior staff and government officials to affect long-term communications strategies. Equally adept advocate in one-on-one presentations and open-forum communications environments; Skill in developing written and visual materials designed to advocate concepts and articulate communications strategies to senior staff.
6. Skill in establishing and maintaining effective working relationships across organizational boundaries; Ability to plan, organize and direct staff of a complex organization. Ability to manage a cross-directorate enterprise to deliver synchronized plans and products either when being supported, or when supporting other elements of the staff.
