The primary purpose of the position is serve as the advisor to the HQ USCENTCOM Commander on all manpower and personnel issues. Responsible for formulating program goals, plans, and policies for the Combatant Command Headquarters United States Central Command and throughout the Area of Responsibility.
Duties
As the Executive Director of Manpower and Personnel Directorate, HQ USCENTCOM plans, organizes and manages the activities of the Directorate together with the military commander.
Exercises supervisory personnel management responsibilities.
Represents the HQ USCENTCOM Manpower and Personnel Directorate with high level organizations, i.e., Office of the Sectary of Defense, Joint Staff, Services, Interagency, Coalition and International entities.
Provides policy guidance and management advisory services to top level managers concerning development and execution of the Joint Manpower Program (JMP) and Global Force Management IGFM) Programs in support of Joint Task Force operations and other contingency operations activities.

- This position is subject to provisions of the DoD Priority Placement Program
- Position requires accompanying the HQ USCENTCOM senior level staff and performing assigned duties in both exercise and actual wartime situations. This may require operations in both field conditions and a combat zone.
- Incumbent may be required to perform periodic travel (CONUS, OCONUS) in commercial or military aircraft.
- Incumbent must obtain and maintain a TOP SECRET/SCI security clearance.
- Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year.
- Disclosure of Political Appointments
- Incumbent is considered "Mission Essential" and subject to recall during off-shift hours seven days a week, twenty-four hours a day.
- This is a testing designated position under the civilian drug-testing program. A pre-employment drug screening is required and the incumbent will remain subject to urinalysis testing as a condition of employment.
- Employee is required to submit to initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulations.
- Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the gun control Act (Lautenberg amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perforin the duties of this position.
- Emergency-essential (E-E). Must meet all requirements of E-E positions and may be required, as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
- In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform E-E duties until relieved by proper authority. The incumbent or designed alternate may be required to take part in readiness exercises.
- Position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Incumbent must be removed from any military recall status.
- While deployed to an overseas location, the E-E duties required the incumbent to be issued and carry firearms, operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear.
- Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DoD) civilian uniform while deployed. Some of HQ USCENTCOM's AOR is considered "war zone" hazardous duty.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes (1) Formulating program goals, plans, and policies related to manpower and personnel planning, reengineering, systems development, budget, and innovation activities; (2) Providing technical expertise in the resolution of manpower and personnel issues; (3) Managing manpower and personnel programs, quality of life programs, exercise and readiness programs and/or Reserve Affairs programs to achieve organizational goals.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of qualitative and quantitative management, operations, policies, procedures and practices to apply DoD and Joint management principles, concepts and methodologies and Joint/Service manpower and
personnel directives, concepts, procedures, guidance, and policy.
2. Extensive knowledge and experience with combat and non-combat, Overseas Contingency Operations (OCO) sufficient to oversee the planning of manpower and personnel operations in the HQ CENTCOM AOR, i.e., United States Forces - Iraq and United States Forces -Afghanistan.
3. Knowledge of the missions, functions, responsibilities, organization, procedures, goals, and objectives of HQ USCENTCOM, DoD, JCS, and Services. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
4. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
5. Skill to plan, organize, and direct a team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial command resources, require changes in established procedures, or may be in conflict with desires of command organizations or components.
6. Ability to plan, organize and direct the functions and mentor, motivate and apprise the staff of an organization through subordinate supervisors. Ability to communicate effectively, both orally and in writing, with diverse audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
