The primary purpose of this position is: To serve as the Senior / point of contact (POC) / subject matter expert (SME), Program Analyst in the Joint Base San Antonio (JBSA) Plans and Programs office. Manage assigned program(s) and provide training and advocatory services to all interested parties.
Duties
Performs as program(s) manager and oversight responsibility of the Installation support / services program and CPVF program.
Performs the development of concepts and strategies for installations support management, integrating the OSD's joint basing view and guidance in a joint environment.
Performs and provides advisory services. Establishes and manages a working project team of functionals across JBSA as well as internal analysts in conducting studies/project workshops.
Represents the organization with a variety of installation and functional area organizations, senior level committee meetings, conferences, ad hoc groups, and meetings.

- Required familiarity with use of computers and have basic computer skills in the use of Microsoft Office applications (Word, Outlook, PowerPoint and Excel).
- Requires frequent short-notice travel across entire JBSA region (to include JBSA-Lackland, JBSA-Fort Sam Houston, JBSA-Randolph, and Camp Bullis)
- Work requires travel away from the normal duty station on military or commercial aircraft.
- Required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and or emergency overtime may be required.
- Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor.
- Requires specific knowledge of CPVF database, CPI-MT database, and other unique databases.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Department of Defense (DoD) and Joint Service management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Knowledge of the relationship of the various Service entities involved with and/or pertaining to all JBSA locations. Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Department of Defense (DoD) and Joint Service management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
3. Knowledge of the relationship of the various Service entities involved with and/or pertaining to all JBSA locations.
4. Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques.
5. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
6. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. Ability to communicate effectively, both orally and in writing, to gain cooperation from other through tact,
courtesy and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
