About the Position:
As division expert on administrative matters, serves as key senior staff advisor and counselor. Provides authoritative and accurate guidance on all administrative, personnel, financial management, and logistic matters of the division.
Duties
Analyzes, develops, and evaluates issues. Develops recommendations to resolve substantive problems and issues pertaining to the effectiveness and efficiency of work operations.
Resolves day-to-day funding and programming issues pertaining to the execution of fiscal year budgets and programming of the division's Departmental Overhead (DOH) budget.
Documents planning and programming decisions to meet Army Corps of Engineer requirements. Identifies operational requirements, assesses impact, and develops recommendations for changes and revision
Participates in strategic planning to improve organizational direction and focus. Prepares detailed plans, budgets, and schedules. Provides support and advice on reprogramming of funds and funding levels due to manpower or other changes.
Formulates and submits the Division's DOH operating budget estimates which forecast anticipated overhead costs such as training, awards, permanent change of station (PCS), equipment, supplies, computer hardware/software, etc as well as employees.
Extracts financial data from applications and performs analysis on budget execution data. Reports to division staff on current status of fund availability and program progress. Makes recommendations concerning excess or shortfalls of funds.

Experience Required:
GS-09
Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Recommend solutions involving efficiency of work operations; 2)Identify funding/cost deficiencies; 3)Prepare and monitor operating budget and/or make recommendations concerning budget excess or shortfalls; and 4) Implement studies to improve operations, training, strategy, and/or satisfy data requests. .This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, and Accounting.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes meeting three of the following: 1) Recommend solutions involving efficiency of work operations; 2)Identify funding/cost deficiencies; 3)Prepare and monitor operating budget and/or make recommendations concerning budget excess or shortfalls; and 4) Implement studies to improve operations, training, strategy, and/or satisfy data requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12
Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Recommend solutions involving efficiency of work operations; 2)Identify funding/cost deficiencies; 3)Prepare and monitor operating budget and/or make recommendations concerning budget excess or shortfalls; and 4) Implement studies to improve operations, training, strategy, and/or satisfy data requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS).

For GS-11: 52 Weeks at the next lower grade level GS-09.
For GS-12: 52 weeks at the next lower grade level GS-11.
Education
