About the Position: This position is located in the St. Paul District. The position serves as the Program Analyst responsible for developing and managing the Asset Management Program as well as fulfilling duties as the operational condition assessment (OCA) lead for the St. Paul District.

Duties
Coordinating operational projects to develop and implement sustainable infrastructure asset management plans, utilizing risk-based life-cycle cost strategies for effective Corps asset management.
Leading positions comprehensively engaged in asset management. Executing strategic communications, coordination, coaching, facilitation, problem-solving, and integration tasks within a cohesive management strategy.
Formulating robust Asset Management Plans, overseeing lifecycle management of infrastructure assets with adaptive strategies for asset value and regional utility.
Collaborating closely with Operating Project Managers, Maintenance Management/FEM System Administrators, Program Managers for safety and environmental aspects, technical experts, and business line subject matter experts for diverse mission facets.
Standardizing business processes, instilling best practices, accountability, and predictive resource requirements.
Overseeing scheduling, coordination, and execution of the district OCA program across all Operations and Maintenance Business Lines and District functions.
Coordinating the integration of Facilities and Equipment Maintenance (FEM) System within District organizations.
Leading comprehensive asset inventory efforts.

Specialized Experience: One year of specialized experience which includes engagement in an Asset Management Program involving condition assessments, risk assessments, utilization of a maintenance management system, and lifecycle asset analytics across multiple business lines and program functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
