THIS IS A NON-BARGAINING UNIT POSITION. The Management Analyst (GS-0343-11/12) is located in the Veterans Benefits Administration, St. Paul Regional Office, Pension Management Center (PMC), St. Paul, MN.

Duties

Specific duties include: Analyzes the productivity, effectiveness, and efficiency of program operations. Assists management staff in developing resolutions to problems in the staffing, effectiveness, and efficiency of the Pension Management Center. Coordinates and conducts studies involving realignment of services, changes in organizational structure, and methods of operations to promote efficient claims/customer service. Serves as the primary point of contact on daily budget and overtime tracking, leave and payroll administration, personnel action processing and interaction with the Human Resources Management division. Manages a large set of Strategic Oversight and Analysis Reviews requiring an annual schedule of reports and action items for improvement of division operations. Coordinates the work of the "front office staff" to the end that the manager is free from administrative details and able to concentrate totally on leadership of the division. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11 target GS-12. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/18/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: Specialized Experience: GS-11: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Evaluating programs and their functions; (2) Recommending improvements in procedures, work methods, and or organizations and (3) Implementing changes to programs/business lines. OR applicants may substitute education for the experience required to qualify at the GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR applicants may combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting you can use graduate level education you have earned beyond the second year). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. For example, an applicant who has 54 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. GS-12: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Interpreting, applying and explaining laws, rules, regulations, procedures and policies (2) Experience in applying analytical, evaluate methods and techniques to measure the effectiveness of a program (3) Experience creating and interpreting databases, develop effective tracking and filing systems to assure action items are complete (4) Tracking and reporting the progress of projects/changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
