Duties
This Supervisory Information Technology Specialist (INFOSEC) position is located at Enterprise Support, Information Technology, Information Assurance and Cyber Security Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Oversees risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Promotes awareness of security issues among management and ensure sound security principles are reflected in organizations' visions and goals.
Serves as technical expert and liaison to TSA leadership to explain incident details as required. Writes and publishes cyber defense recommendations, reports, and white papers on incident findings to appropriate constituencies.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions.
Promotes awareness of cyber policy and strategy as appropriate among management and ensure sound principles are reflected in the organization's mission, vision, and goals. Lead and integrate solutions to improve the maturation of the cyber security program.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the requirements for all IT positions, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Leading cybersecurity program planning, performance management, budget development and forecasting for cybersecurity staffing, service contracts, and cybersecurity related technologies.
Demonstrated ability to collaborate with executive stakeholders in a cross-functional environment; liaising with other offices to ensure cybersecurity strategies are aligned with overall agency goals and objectives and the ability to communicate complex cybersecurity issues to non-technical stakeholders maintaining alignment between cybersecurity initiatives and agency objectives.
Overseeing cybersecurity intrusion detection and response through 24x7 operations in support of an enterprise (greater than 5,000 assets/devices) following the NIST incident response lifecycle (Preparation; Detection and analysis; Containment, eradication, and recovery; post-incident activity).
Experience implementing a cybersecurity framework (ISO, NIST 800-37, etc.) for an enterprise organization that includes comprehensive security control assessments, risk analysis, and reporting that supports executive decision-making processes regarding authorization, risk mitigation and acceptance.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
