About the Position: Serves as Project Engineer on assigned engineering activities associated with the environmental, construction, and operations and maintenance projects administered by Niagara Falls Storage Site (NFSS) Integrated Technical Office (ITO).
Duties
Makes a thorough study of plans and specifications to obtain knowledge of construction requirements and design criteria.
Recommends addenda or changes to plans and specifications where required to correct deficiencies or make changes necessitated by differing site conditions or user requests.
Performs Biddability, Constructability, Operability, Environment, and Sustainability (BCOES) reviews and attends BCOES conferences.
Provides staff advisory, consulting and reviewing services with responsibility for reviewing and coordinating all work and proposing additional work in light of the needs of the District.
Participates in design review meetings with agency designers and/or architect engineers.
Serves as Contracting Officer's Representative (COR) and reviews and analyzes contractor plans and submittals for approval action.
Coordinates submittal review with subject matter experts and PDT members.
Develops Quality Assurance Plans for specific NFSS ITO projects.
Conducts detailed inspection of remediation and construction activities.
Performs preparation of both partial and final payment estimates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a type C COR Certification within two years of employment
- This position requires a valid driver's license.

Specialized Experience: In addition the basic education above your resume must reflect one year of specialized experience in applying, a wide range of engineering theories, concepts, principles, and methodology relevant to the operation, maintenance, and modification of Projects, environmental restoration, and construction; reviewing and analyzing contractor plans and submittals for approval action; developing and evaluating plans for dealing with hazardous waste; conducting detailed inspection of construction activities; recommending changes to plans and specifications where required to correct deficiencies.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????11).
