This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Supervisory Engineering Technical Lead at Niagara Falls Storage Site (NFSS) Integrated Technical Office (ITO).
Duties
Planning, assigning, directing, reviewing and coordinating the work of professional employees engaged in A-E Management, Value Engineering (VE), and Project Engineering tasks.
Planning and laying out work to be performed considering the current workload and available personnel.
Identifying developmental and training needs of employees, providing or arranging for needed training or development.
Giving advice, counsel, or instruction to employees on both work and administrative matters.
Interpreting and directing the implementation of regulations, directives and procedures affecting assigned functions.
Utilizing a wide variety of highly skilled professional knowledge, principals, theories, and methodologies of engineering, construction, quality control, and quality assurance experience.
Managing Architect-Engineer contracting program to ensure the program is executed and managed in accordance with regulations and policy guidance.
Serves as the Supervisory Engineering Technical Lead with responsibility for all remedial design activities and technical support during construction, to include excavation, handling, processing, transport, and disposal of radioactive waste.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- One-year supervisory probationary period may be required.
- This position requires Professional Engineering (PE) registration or Registered Architect (RA) registration.

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: 1) Managing Architect-Engineer (A-E) contracts, including preparing scopes of work, cost estimates, coordinating negotiations, and managing contract acquisition and performance; 2) Providing project engineering and technical lead services coordinating tasks associated with development and quality reviews of technical products; 3) Coordinating and participating in Value Engineering studies; 4) Providing supervision, leadership, or direction to teams or an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
