About the Position: Serves as a Chief, Contract Administration Section, with responsibility for contract administration function for the construction and Architect-Engineer (A-E) programs that consist of Civil Works Projects and Other Programs.
This position is located at: United States Army Engineer District, Buffalo Technical Services Division Construction Branch, Construction Contract Administration Office, Buffalo, New York 14202. H5L8C30
Duties
Ensure uniform implementation of guidance by various field offices by review of work, inspections, and site visits.
Provide guidance to field construction offices concerning contract administration and policies and procedures.
Review and evaluate program status, defines, and resolves unusually complex problems, and adjusts initiatives and priorities as needed.
Improve team effectiveness and efficiency though development of procedures and standards for carrying out projects in compliance with applicable regulation and policies.
Review and coordinate contract modification, payment documents, contract administration documents and contract closeouts.
Prepare cost estimates and determines feasibility and justification of proposed changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year supervisory probationary period may be required.
- This position requires incumbent to submit A Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- This is Army Acquisition, Technology, and Logistics (AT L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position requires Professional Engineering (PE) registration or Registered Architect (RA) registration.
- The business travel requirement is 30%.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Maintaining effective working relationship with both internal and external contractors to ensure successful project completion; 2) Preparing government estimates, reviews contractors' proposals, or conducts negotiation and prepares contract modification documents; 3) Evaluating contractors plans, operations and change order proposals; identify problems and develop resolutions. This definition of specialized experience is typical of work performed at the next lower or second grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
