This position is part of the National Archives and Records Administration. The Office's mission is accomplished through a combination internal policy and operations functions as well as a through a shared services agreement with the Department of Treasury's Administrative Resource Center (ARC) for designated service line operations support.
Duties
As a Human Resources Specialist (Workforce Strategist), you will:
- Provide management advisory services by furnishing authoritative technical advice and guidance to Agency managers and supervisors at all levels on complex and sensitive human resources management issues.
- Formulate and administer strategic human capital management plans, programs, and goals.
- Continually evaluate program operations and makes recommendations for improving or streamlining operations to improve timeliness, customer service, and/or operating costs.
- Provide expert advice, assistance, and guidance on assigned program(s) and/or the development and implementation of programs that are an integral part of NARA's mission, vision, values, strategy, policies, and practices.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Leads strategic workforce planning efforts that align organizational needs with agency goals (examples may include identifying and forecasting workforce trends, gaps, and succession strategies); AND
Develops and implements analytical studies and assessments in regards to workforce planning to make recommendations; AND
Provides advice to senior managers on strategies to enhance and address workforce challenges, and implement organizational change initiatives.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-14, you must have been at the GS-13 level for 52 weeks.
