This position is part of the National Archives and Records Administration. Responsible for providing leadership in developing, directing and evaluating human capital policies and programs, representing the office in a professional and collaborative manner, and for providing innovative, state-of-the-art consultative and/or operations support to senior management staff.
Duties
As a HR Specialist (Work-Life And Employee Engagement Program Manager), you will:
Provide management advisory services by furnishing authoritative technical advice and guidance to Agency managers and supervisors at all levels on complex and sensitive human resources management issues.
Represent the organization at meetings and conferences with responsibility and delegated authority to make commitments and decisions that obligate the managers to a course of action.
Formulate and administer strategic human capital management plans, programs and goals. Provide expert advice and guidance on broad projects and HR programs.
Continually evaluate program operations and make recommendations for improving or streamlining operations to improve timeliness, customer service, and/or operating costs.
Serve as coach and facilitator in coordinating team initiatives and in consensus building activities among team members.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes all of the following:
- Providing expert advice, assistance, and guidance on workplace culture and the development and implementation of programs that support the various drivers of engagement (i.e., work-life programs, leadership); AND
- Coordinating with internal and external stakeholders to ensure integration of workforce support and work-life programs with agency strategies and mission; AND
-Serving as a group coach to provide inclusive coaching opportunities in an effort to foster long-term behavioral change to provide professional development opportunities and improve workplace culture; AND
-Developing and managing programs to identify best practices, program metrics, and sustainable program deliverables focusing on HR strategies such as leadership, culture, employee engagement, and/or coaching.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.
