This position is part of the National Archives and Records Administration. The incumbent serves as a HR Specialist with a focus on data analyst, the incumbent will be instrumental in planning, developing, and overseeing complex HR data analytics projects or programs, contributing innovative concepts, principles, and methods to cultivate a diverse and inclusive workforce. Additionally, they will be pivotal in ensuring equity is a foundational element in management and policy-making processes.
Duties
As an HR SPECIALIST, you will:
Conduct data analysis and reporting with a diversity, equity, inclusion, and accessibility (DEIA) lens, including interpreting data, analyzing results using statistical techniques, and providing ongoing reports to create insights for organizational strategy and decision-making; acquiring data from various data sources to develop and implement databases, data collection systems, data analytics, and other strategies to optimize statistical efficiency and quality; identifying, analyzing, and interpreting trends or patterns in complex data sets; and utilizing data visualization techniques to make data more accessible, understandable, and usable, delivering it practically and appealingly to users.
Inform leadership and key stakeholders on potential human capital issues and matters (with an emphasis on DEIA) and recommend strategies to improve strategic initiatives or programs based on data insights.
Analyze and assess the impact of existing policies on human capital initiatives such as DEIA, contribute to developing policies, and monitor and ensure compliance with regulations.
Collaborate with internal and external stakeholders to gain insights into human capital matters, including developing and delivering training programs for employees and leadership that create a more respectful and inclusive work environment.
Identify opportunities for continuous improvement in human capital initiatives through data insights, including acting as a thought leader advocating for policies and practices that foster diversity and inclusion.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Collaborating with management to enhance or implement programs, policies, or initiatives aimed at addressing specific workplace challenges.
AND
Composing and communicating analytical findings in a clear and well-organized manner to internal and external individuals at all levels of an organization in narrative or other reports.
AND
Drafting human resources policies and guidance, advising senior management, and providing sound human resources recommendations to resolve HR issues or administering comprehensive Human Capital management initiatives (i.e. strategic planning, workforce and trend analyses, program reviews, forecasting and conducting predictive analytics, and advisory services).
AND
Experience conducting policy analysis and/or program improvement studies.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.
