This position is part of the National Archives and Records Administration. The incumbent serves as an expert strategic business partner and may be assigned to one or more roles in the human capital service lines of delivery. The incumbent is responsible for providing innovative, state-of-the-art consultative and/or operations support to customers; evaluating human capital policies and programs; serving as a project leader; and representing the office in a professional and collaborative manner.

Duties

As a HUMAN RESOURCE SPECIALIST, you will: Identify the need for and write policies, seek input from interested parties; work with managers and employees to ensure understanding of new or revised policies. Identify the need for and communicate regulatory or programmatic changes to managers and employees. Prepare a variety of written documents, materials, and notices to inform human capital staff of program changes. Research both federal and NARA regulations to provide interpretations and effectively resolve problems. Lead small teams in executing human capital projects to achieve business objectives and communicate results.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes all of the following: Identifying the need for and writing policies, to include communicating and/or training of agency personnel on new and revised policies AND Leading projects that improve organizational performance and effectiveness; such as: strategy, analysis, automation and communications AND Experience in identifying trends, analyzing impact to operations or programs, and preparing reports for senior management In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.
