You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the Commander Navy Reserve Force, REDCOM Norfolk, Safety (S00SA) of NAVREG MIDATLANTIC RESCOMPCMD.

Duties

You will be responsible for acting as the Safety Occupational Health (SOH) and Federal Fire (FF) manager to the REDCOM command. You will be responsible for planning, developing, and managing of a comprehensive SOH program that encompasses the total needs of REDCOM Staff and subordinate commands. You will be responsible for providing direction, assistance and guidance to all REDCOM activities on problems pertaining to technical aspects of the SOH program which cannot be resolved at the activity level. You will be responsible for instruct REDCOM employees on a variety of SOH including HAZMAT, RODS, ORM, hazard recognition and reporting. You will be responsible for ensuring all mishaps area accurately reported and systematically tracked to closure within a timely manner

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience establishing and maintaining liaisons with COMNAVRESFROR in the planning, implementation, and continuing operation of the Safety Occupational Health (SOH) and Federal Fire (FF) programs and the ability to resolve areas of conflict. Experience conducting oversight inspections and evaluations of Navy Reserve Centers (NRCs), SOH and FF programs, plans, and standard operation procedures (SOP) to ensure compliance with applicable laws, regulations, and instructions and to determine the overall program effectiveness. Experience coordinating, and monitoring exercises at subordinate activities to respond to fire, HAZMAT, or other emergencies and/or contingencies and conducting comprehensive investigations, when directed. Experience managing and providing oversight of the REDCOM and NRC Medical Surveillance (MS) program ensuring service members are properly enrolled via ESAMS Occupational Medical Surveillance System (OMSS). Safety and Occupational Health Management Series 0018

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
