About the Position: You will manage and administer the Safety and Occupational Health Programs and serve as the District's technical authority. You will formulate District's policies and provide direction by issuing regulations, standards, and technical guidance; manage safety and occupational health surveys, evaluations, studies, audits and accident investigation and reporting, and supervise personnel assigned to the Safety Office.
Duties
Serve as the District technical authority on Safety and Occupational Health providing expert advice to top management, staff, operating officials, and the union on SOH management issues.
Administer safety and occupational health (SOH) surveys and Standard Army SOH Inspections of the District facilities and activities to ensure compliance with statutory and regulatory requirements.
Manage safety and occupational health programs and develop its policies, procedures, and objectives for the District.
Manage health hazard inventory program to prevent health risk exposures and advise on hazards and controls on high hazard labor activities of Civil Works and Military Project Operations.
Manage the Accident Investigation/Reporting System to ensure thorough investigation, timely reporting, and identification and implementation of corrective actions.
Represent District on professional committees, boards, and panels dealing with SOH matters and the application of Federal, State, local, and national standards.
Requirements

- DRIVER'S LICENSE - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: Managing Safety and Occupational Health programs for organization engaged in diverse operations, such as high risk construction, navigation support, flood control activities, and similar; Applying practical knowledge of the safety and occupational health techniques and procedures (i.e., fire prevention, construction and maritime safety, industrial hygiene, risk assessment/ management, radiation safety) to review, evaluate and advise on high hazard labor activities and projects; Administering safety and occupational health surveys, evaluations, studies, audits, and accident investigation/reporting; Effectively communicating orally and in writing with State and Federal agencies, contract representatives, and safety engineers.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
