This position is located in Department of Homeland Security, United States Coast Guard, Surface Forces Logistics Center, Industrial Operations Division, Norfolk, VA.

Duties

The incumbent plans, organizes, implements, and monitors continuing assignments that require the development and evaluation of diversified industrial safety content and procedures for major organizations within the Industrial Operations Division (IOD); and ensures compliance with all safety regulations, training requirements, and qualification standards and programs. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:- Conducting safety and occupational health inspections and surveys.- Observing employee performance, environmental conditions, facilities, and equipment; and identifying hazards and unsafe conditions and practices.- Preparing written guides, procedures, and standards to prevent unsafe conditions and reduce the severity and results of accidents.- Implementing accident reporting requirements within assigned organizations; and investigating all extensive property damage accidents, disabling injuries, and fatalities and analyzes all accidents to determine causes and system errors that contributed to the occurrence.- Developing and recommending controls, procedures and remedial safety measures to eliminate or minimize hazards related to mechanical processes, shop and field operations, and physical and environmental conditions.- Planning, developing, implementing, and monitoring effectiveness of safety promotional and educational campaigns designed to meet both general and specific goals of reducing accidental occurrences.- Serving as primary safety consultant to all levels of management of organizations serviced; and advising management, workers and unions on safety requirements; and potential accident causing situations, methods, and techniques for preventing accidents.

Qualifications

QUALIFICATIONS FOR GS-12: One year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples of qualifying specialized experience include: Managing safety or occupational health program elements; Developing and recommending safety and occupational health policy to higher levels of management; Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Major study for education must have been related to safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented with at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
