Duties
You will serve as a Telecommunications Specialist in the Communications System Branch, C4 Shore Infrastructure Planning Division, Plans, Programs and Requirements Department at Naval Computer and Telecommunications Area Master Station, Pacific.
You will serve as a senior advisor to management staff of the command and region, developing detailed plans, setting priorities for projects, and preparing near and long term budgetary and staff requirements and justifications.
You will provide technical and management oversight on standards and policy, budget submissions, personnel requirements, training requirements, facility upgrades as applied to communication systems, subsystems and networks.
You will be responsible for developing commercial contracts to provide the range of telecommunications services and systems in accordance with Federal Acquisition Regulations (FAR) and Department of the Navy Acquisition requirements.
You will be responsible for developing, managing and implementing plans to competitively and/or strategically source communication stations.
You will serve as the Communications Electronics (CE), Satellite Communications (SATCOM), and Radio Frequency (RF)Plans Officer advising the command’s senior leaders on systems in the Indian and Pacific Ocean (INDOPAC).
You will resolve critical CE/SATCOM/RF communications problems and issues by gathering, compiling and analyzing communication data from across the Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC).
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to successfully complete a pre-appointment physical examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience analyzing and resolving difficult and complex Communication Electronics (CE), Satellite Communications (SATCOM) and Radio Frequency (RF) problems.
-Experience maintaining terrestrial optical and Internet Protocol (IT) router networks, digital and analog communication systems and requirements.
-Experience researching trends and patterns to implement new and improved communications methods and procedures.
-Experience identifying and analyzing developments in telecommunication technologies to measure effectiveness of objectives and goals.
