You will serve as a TELECOMMUNICATIONS SPECIALIST in the NETWORK SERVICES BRANCH (N523), C4 SHORE INFRASTRUCTURE PLANNING DIVISION (N52), PLANS, PROGRAMS AND REQUIREMENTS DEPARTMENT (N5) of NCTAMS PACIFIC.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will conduct analysis of operations and sustainment requirements concerning all aspects of current or projected DoD Mission System and customer projects/programs.
You will provide technical recommendations to resolve issues, problems, and unusual technical situations.
You will serve as the technical subject matter expert for in-process reviews and other meetings convened to review contract requirements, strategy, and planning.
You will meet with contractors and appropriate procuring activities to discuss program progress, difficulties encountered, change proposals, contractual interpretations, terminations, and cancellations.
You will analyze IT Network and System to generate documents and requirements, generate independent government cost estimates, and recommend contracting strategies.
You will perform quality assurance evaluations, inspections, and spot checks to ensure the contractor is performing in accordance with policy.
You will work with the IT Systems and Service Program Managers to coordinate and identify future budget and acquisition requirements.
You will conduct financial analysis of current and future mission and systems requirements.
You will assess results of telecommunications networks, systems and software operations, new functional requirements, functional and technical modifications, equipment changes, and network requirements.
You will ensure all networks, systems, and software acquisition requirements are staffed and funded through the Financial Management/Budget Officer.
You will ensure all networks, systems and software contracting acquisitions, procurements, and outsourcing efforts address/comply with requirements.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- The employee must be able to obtain and maintain Contracting Officer's Representative (COR) certification within 90 days of onboarding.
- You will be required to successfully complete a pre-appointment physical examination.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience assessing telecommunications networks and systems performance standards, practices, and principles.
-Experience developing budget formulation projection and justifications.
-Experience utilizing various types of information technology and telecommunications network equipment, transmission media, knowledge management and cyber security systems.
-Experience evaluating a wide variety of complex system capabilities as a basis for developing and implementing guides and procedures.
This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG-0391-13.
