The primary purpose of this position is to serve as a senior telecommunications requirements and implementation program manager and monitor telecommunications programs and systems of the Enhanced Mobile Satellite Services (EMSS) Capabilities Office.
Duties
Serves as senior technical expert for the organization.
Implements USSF telecommunication programs and special projects.
Prepares budget, technical reports, staff studies, and briefings.
Coordinates the preparation of and reviews telecommunications statements of work (SOW).

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for Telecommunications Series 0391 (opm.gov)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes application of wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services and facilities. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting practices and legal requirements. Ability to review, analyze, and resolve difficult and complex problems involving systems compatibility, both installation-wide and external interoperability, circuits, switches, distribution, satellite, linkages, and networking.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Enhanced Mobile Satellite Services (EMSS) and other commercial Mobile Satellite Services (MSS) operational systems and ground station operations including systems/services and their integration with terrestrial telecommunication systems which allow access to commercial and Department of Defense Information Network (DoDIN) services and capabilities. Knowledge required to maintain conformance with the commercial Iridium satellite constellation, Defense Switched Network, NIPRnet, USSF, DISA, DoD and other government directives and processes.
Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications equipment, systems, services and transmission media to evaluate devices, proposals and approaches.
Knowledge of basic electronics theory and operating principles, and the application of existing and planned technology for communications requirements, equipment interoperability and compatibility.
Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
Ability to research patterns to develop new methods, criteria, or proposed new telecommunications policies and procedures.
Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
