Duties
This Supervisory Information Technology Specialist (APPSW) position is located at Enterprise Support (ES), Information Technology (IT), Application Development Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Oversee all phases of the application development lifecycle and Program/Project management for all applications supported in the Collaboration & Enterprise Application Services Branch, including application incident management and support services.
Serves as a consultant to ensure software solutions are cost effective, respond to identified operational needs, leverage innovative approaches and are compatible with existing IT systems and architecture. Makes major recommendations relative to the resources to devote to particular programs. Collaborate with customers, manage, and review general business and functional requirements that support the need for systems and identifies and evaluates potential systems design approaches, and conduct preliminary analyses of business processes for which systems are being developed.
Oversee and work with contract IT specialists to ensure program requirements are satisfied and ensures contractor adheres to established standards in relation to accuracy, security, and synchronization of data in the databases and information systems. Monitors and evaluates contractor performance, negotiates work requirements, ensure that services and software applications are acquired effectively and efficiently and refers unresolved problems to higher-level management. Responsible for the operations, engineering of mission systems and infrastructure, development and maintenance service. Ensure that relevant system(s) information is available for mission execution by authorized personnel in the manner most useful to them.
Coordinates technical vulnerability testing and network assessments for Agency users to counter unauthorized attempts to enter IT Systems and analyzes results and reports findings to senior leadership and key management officials. Isolates identified vulnerabilities and enforces appropriate countermeasures to be taken to safeguard information systems.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Promotes compliance and ensures that all personnel actions are taken in accordance with the TSA Affirmative Action Plan and the TSA's Equal Employment Opportunity (EEO) program policies.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the requirements for all IT positions, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service. Specialized experience MUST include all the following:
Experience overseeing organizational programs in developing strategic plans, budgetary policies, and performance;
Managing all phases of application development activities, including related acquisitions and procurements;
Experience making recommendations to senior leadership officials concerning overall plans and proposals for complex IT project, related to ensuring the efficiency and effectiveness of operations and timely resource provisioning.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
